Our staff provides its services within a collegial atmosphere, which encourages the development of site-specific cost effective solutions specifically formulated to our client's unique concerns.

The staff is lead by Mark London, the Managing Partner of MDLA. Mark was a former Director of the New York City Department (NYC) of City Planning's (DCP) Environmental Review Division (currently the Environmental Assessment and Review Division (EARD)). During his tenure (1985-1990) as Co-Lead Agency, over 2,100 environmental assessment projects were completed subject to the CEQR regulations. He signed all these CEQR Determinations.

These Determinations, along with the signature of his Co-Lead at the NYC Department of Environmental Protection (DEP) were typically forwarded to the City Planning Commission (CPC) for consideration along with the NYC Uniform Land Use Regulation Procedure (ULURP) application.

At that time, he was responsible for the development and the implementation of policies and procedures to coordinate and expedite the CEQR process, many of which are still used today. He also served as DCP's and CPC's resident technical consultant on issues relating to environmental impact and risk assessments, mitigation, and alternatives.

As a small boutique firm, we recognize that there are areas of expertise that we do not have, nor do we seek to have. There are many smaller independent consulting organizations that have expertise that we need at times. We currently have collaborating agreements with such organizations are are constantly seeking new organizations to work with, as new areas of expertise are required.
